Polis Signs Last Five Gun Bills of Record-Breaking Session

Colorado Gov. Jared Polis signed the five remaining Colorado Ceasefire-supported gun violence prevention measures of the 2025 legislative session Monday. These include:

SB25-205, Firearm Serial Number Check, which allows gun resellers to request a check on a firearm serial number for a gun before purchase from an individual and requires they report to law enforcement within 48 hours any such attempted purchase where the gun was lost, stolen, or involved in a criminal investigation; 

HB25-1062, Penalty for Firearm Theft, which makes theft of a firearm a Class 6 felony and a 2nd offense a Class 5 felony;

SB25-034, Voluntary No Buy, which allows a person to voluntarily put themselves on the NICS no-buy list;

HB25-1098, Automated Protection Orders, which provides a system notifying a domestic violence victim of certain actions, including when their abuser has attempted to purchase a gun;

HB25-1250, Gun Violence Prevention and Parents of Students, which requires the Office of Gun Violence Prevention to post on its website materials on gun violence prevention and for local education providers to distribute this information, either electronically or written, to each parent of students in K-12.

In all, this made for 12 new gun violence prevention laws passed this year, the most of any year in history. The other measures supported by Colorado Ceasefire and already signed by the Governor include:

SB25-003, Semiautomatics High Capacity Magazine Ban Enforcement, which bans the sale of most semi-automatic firearms that accept detachable magazines and classifies rapid-fire guns as dangerous weapons. The bill was amended to exempt someone who has taken an extended firearm safety class. It was signed by Gov. Jared Polis on April 10.

SB25-059 Support for State Response to Mass Shootings, which requires the Division of Criminal Justice to apply for and expend federal and other grant money to improve the state’s response to mass shootings and support services for victims. It was signed by Gov. Polis on April 10.

HB25-1133 Requirements for Sale of Firearms Ammunition, which establishes requirements for the storage and delivery of ammunition sold at retail. It was signed by Gov. Polis on April 18.

HB25-1238 Gun Show Requirements, which requires promoters to follow specific safety procedures, including a safety plan, monitoring of main entrances and exits, posting signs, and obtaining certification from vendors that they will comply with (often ignored) federal, state, and local laws. Gov. Polis signed it on April 18.

SB25-158 Procurement, which requires that firearms acquired by state agencies be purchased from responsible dealers. It was signed by Gov. Polis on May 30.

HB25-1171 POWPO for Vehicle Theft, which adds motor vehicle theft to the list of felonies that prohibit the possession of a firearm by a previous offender (POWPO). It was signed by Gov. Polis on May 19.

Also passed was  HB25-1225 Freedom from Election Intimidation, which prohibits an individual from intimidating, threatening or coercing someone in election activities. Persons who carry firearms, imitation firearms or toy firearms are presumed to be engaged in intimidation. It was signed by Gov. Polis on May 12. Colorado Ceasefire was neutral on this bill.
