
HB25-1164, ‘Constitutional’ Carry of a Handgun, lost in a party-line vote in the House State Civic, Veterans and MIlitary Affairs Committee on Feb. 23.
This bill would have allowed people age 18 and over to carry hidden handguns without a permit, but also: It would have lowered the age for permits under the current system from 21 to 18 (which one can use in a reciprocal-agreement state) and made current permits valid for life. The bill would also have undone much of last year’s ‘safe spaces’ law, repealing the ability of local governments and governing bodies of state colleges and universities to regulate concealed carry and limiting local government restrictions on open carry of non-handguns. Additionally, it would have removed the restrictions on carrying concealed firearms in the capitol, legislative offices and the chambers and offices of local governments.
Permitless Concealed Carry bills have now been defeated at the legislature 14 times in the last 15 years.
HB25-1238, Gun Show Requirements, passed the same committee, also by party-line vote and will move on to the House floor.
This bill Requires specific safety procedures by gun-show promoters including a safety plan, monitoring of main entrances and exits, posting signs, and obtaining certification from vendors that they will comply with federal, state, and local laws. Amendments were discussed concerning non-FFL (Federal Firearms License) holders who sell collections at gun shows.
HB25-1133, Requirements for Sale of Firearms Ammunition, passed its third reading on the House floor and now moves to the Senate. This bill requires that ammunition sold at retail must be accessible to a purchaser or transferee only with the assistance of the vendor, and prohibits the retail sale of ammunition to a person who is younger than 21 years of age, except under certain circumstances.
